RFP for Consultant for Department of Planning & Development

The Department of Planning and Development (DPD) has issued a Request for Proposals (RFP) to support an initial planning effort in advance of a citywide historic preservation survey. The selected consultant will assist DPD to develop criteria and processes for the citywide survey that ensures equity and identifies means to engage populations and histories not currently reflected in the Philadelphia Register of Historic Places.
The selected consultant will work with DPD staff to:
- establish an RFP Evaluation Team
- establish a consensus around goals, values, and outcomes for the survey plan
- develop a set of best practices for conducting public engagement
- draft a Request for Proposals seeking a Survey Consultant Team
A strong focus of this initial phase will be to partner with cultural institutions and organizations to ensure that the resulting RFP conveys a collective and equitable direction for the survey planning process. The selected consultant may not respond to the resulting RFP.
This RFP is being issued in conjunction with the Mayor’s Fund for Philadelphia. The citywide survey and its focus on equity and engaging historically underrepresented individuals and communities in the preservation planning process was a recommendation of Mayor Kenney’s Historic Preservation Task Force.
